Christophe Jouin
Christophe Jouin, head of the list, has been living in San Diego for twenty-three years and has built an international career in tech and media. He spent nine years at Netflix. Trained as an engineer, he completed his military service as an officer — a formative experience — and is now deeply involved in the French community in Southern California, particularly through the Alliance Française de San Diego and Elles Collectives.

Amadea Choplin
Amadea Choplin moved to Los Angeles thirty years ago and is deeply committed to serving the local French community. An entrepreneur and member of the French American Chamber of Commerce, she works on issues related to copyright and new technologies affecting the music industry. A former student of the Lycée Français de Los Angeles and now a very involved parent at LILA, she is directly concerned with the education and French-language schooling questions that French families face. Amadea holds degrees from LSE and Sciences Po Paris.

Victor Ducoulombier
Victor Ducoulombier has been living in Denver for over ten years. As the head of a company specializing in IT services, he has been helping businesses through their digital transformation for more than fifteen years. He is also very involved in developing Franco-American economic relations in Colorado, Arizona, and New Mexico, where he plays a leadership role and actively works to strengthen exchanges and partnerships between France and the United States.

By working with local associations already active on the ground, we want to create a true solidarity network — connecting those who can help with those who need it — and ensuring that no French citizen in the Great Southwest feels isolated.

At a time when many are turning away from politics, we believe it is essential to have committed representatives who concretely defend the interests of French citizens living abroad. We will bring your priorities to the consulate and French authorities with responsibility and through dialogue.

- Fairer scholarships : better account for families' real expenses (rent, utilities, loans).
- End unfair penalties : exclude 401(k) plans from scholarship calculations.
- Support for FLAM programs : more resources for accessible, local, and innovative French-language education (including online).
- Educational partnerships : develop immersion classes and cooperation with American schools.
- Adapted Parcoursup : recognize international academic paths and ensure fair treatment.
- Transparency on outcomes : obtain an annual report on students educated abroad who go on to attend French universities or grandes écoles.
- Simplified procedures : effective representation and online tracking of administrative files.
- Zero unnecessary travel : passports, national ID cards, and formalities accessible remotely.
- Easier nationality process : simplify and accelerate procedures for spouses and CNF applications.
- Easier registration : encourage and simplify registration on the French citizens abroad registry.
- Single portal : all useful information for returning to France in one place.
- Supported return : regular webinars to help prepare your return to France.
- Use of new technologies : AI and 24/7 chatbot to guide, answer questions, and translate instantly.
- Encourage STAFE grant applications : (support fund for French associations abroad), increase the budget and strengthen project follow-up.
- Promote French culture : develop film, literature, music, and theater festivals throughout the district.
- Strengthen solidarity programs : for French citizens in difficulty (job loss, health issues, isolation).
- Advocate for a dedicated status : for French entrepreneurs abroad so they can raise funds, including loans, from French financial institutions at adapted rates.
- Request an increase in Bpifrance's budget : for export credit (which lends to foreign clients of French companies) to make it accessible to foreign-registered companies run by French citizens abroad.
- Work with innovation stakeholders, : incubators, and Franco-American networks to support the establishment of French startups.
- Promote entrepreneurship : as a driver of integration, job creation, and economic influence.
- Eliminate CSG/CRDS contributions : for taxpayers residing outside the EU.
- Oppose any nationality-based tax : and all forms of double taxation.
- Tax deductions for donations : to French associations for non-residents.
